I believe that is the grave of the legendary ‘Loyal Duke’ before it was vandalized.
The woman were at the monument and burial site of the dog, Duke, on Tenderfoot Mt.

Loyal Duke is a beer brew originally concocted by Tom Hennesy for Ill Vicino’s (now Amicas). “DUKE”, was the famous Salida depot mascot dog who was beloved by all the passengers and workers till he died and was buried on the side of Tenderfoot hill around 1903. The original monument was a wood structure very much like the porches we see on victorian houses around town. The original trail to the top of tenderfoot passed by Duke’s grave and on up to a small wood platform where passengers traveling on the train could stretch their legs and get the awsome view we enjoy to this day.
